President Joe Biden and senior Senate Democrats reached an agreement on a $3.5 trillion budget proposal that will allow the Democrats to enact a large chunk of the president's program without Republican backing, but they now confront their most difficult task yet: keeping all Democrats together.

Biden went to Capitol Hill and delivered the idea to Senate Democrats over lunch to help sell the initiative to the larger caucus. Everyone hailed the president, but the party is in disarray.
